Using Armor Items Classified as Salvage
As we all know, in the world of Guild Wars we frequently get armor drops from our enemies that are classified as a "Salvage Item." These salvage items always come with an armor value, which has always stumped me since you can't use them. What would you think if ArenaNet made it so these "salvage" armors could be taken to an armorer who could then tailor them for you to use for a price? You could take the corsair armor that dropped and get it tailored for you if you want, thus you would run around as a corsair. Or have that Charr armor tailored for you. This would automatically increase the number of armor patterns in the game to allow characters to have more unique appearances in the game. What do you think?

There are false histories written on the blood of those who might remember, and on those who seek the truth."

If it can be done in a balanced manner, but loot drops for armor would take a large part of the game away from buying sets from crafters. All my characters, regardless of campaign have an overriding goal: get to the Consulate Docks and buy the cheap max armor set.
Now, dropped armor, presumably would be a partial set, so getting a matched set could be a problem.
Perhaps, unique armor (green armor) could have a chance to drop from certain high level bosses.
One more thing, I think the armor selection maybe somewhat limited to keep server overhead low.

Well, I haven't been to the high level domains like Torment yet, but I have been in plenty of zones with my characters where the mobs are 20 and up. I haven't seen any salvage item armor that comes anywhere nere the armor value of max armor. So I don't believe they would have a balncing problem at all with this. Also, most of the dropped salvage armor has no magic instilled in it anyway, so you would have to buy upgrades for it. Whereas the armor you buy at the crafters has magic instilled in each piece. So really, the armor crafter armors would still be something people would want instead. I know that some salvage armor drops have magic, but it isn't so frequent as to cause a balance problem. You are right in-so-much as the armor sets wouldn't be complete, but you are basically scavenging for armor better than what you are wearing, so you are going to be a mish-mosh sometimes. I wouldn't have full armor set drops unless it was off a HIGH level boss, which is what I think you mean.

Well, that assumes the armor value of the salvage item would stay the same or be the same after the armor is made from it. But, it's your idea, so you need to flesh it out.
And a good portion of salvage armor drops does have magical properties: runes, bonus, etc.

Yes, my idea was the armor would have whatever armor value and magic value that it had when you picked it up. The armor crafter would just customize it for you, allowing you to wear it.
